ABSTRACT

When Khrushchev was removed in October 1964, he was criti-cised not for the direction of his foreign policy, only the meanshe had used. Aleksei Kosygin, the Prime Minister, took the lead in diplomacy. A cautious man, a technocrat, he was more concerned about increasing the efficiency of the domestic economy than taking risks abroad. Relations with the Chinese became more polite after Khrushchev’s passing but the two leading communist powers did not come closer together.
