ABSTRACT

In this concluding chapter, I first aim to review the main issues which emerged from the study of substantive areas of policy covered in this book. I first look at the concerns which are likely to continue to be on policy agendas in the 1990s in the wake of the 1990 reforms - the management of health services, resource use and cost containment, community care and general practice and the prevention of ill-health. I make the assumption that the reforms are unlikely to be reversed although the direction they take might be affected by a change of government. Conservative governments are likely to continue to encourage competition and a mixed economy while alternative governments may seek greater equity and central planning. But whichever party is in power, there are certain to be continuing policy adjustments and changes.
