ABSTRACT
The questions to be asked of every new president are: Will he be able to master the political system? Does he have what it takes to turn his campaign commitments into government action? Will his presidency make a significant difference in terms of public policy outcomes or will he be forced to settle for achieving no more than a modest degree of incremental change? In short, will this particular chief executive be capable of effective presidential leadership?
