ABSTRACT

In all political systems, groups are a key feature. By groups, we mean here structures of all kinds, formal and informal, linking members of a society. They include the more official and often state-controlled institutions, such as the army. Decisions - the allocation of values - may not always be the result of institution or group activities, but they are very often at least initiated (or blocked) by these bodies. Institutions and groups make demands by exercising pressure, whether these are gentle and peaceful or take the form of protests.
