ABSTRACT
Political parties are one of the major developments of the nineteenth and twentieth centuries. They are an invention of modern political systems, an invention which, at first sight curiously, has served and even truly made effective both liberal democratic political systems and many types of coercive regime. Although some contemporary dictatorships also attempt to operate without political parties, they usually do so for short periods only and with difficulty.
