ABSTRACT
Legislatures and executives elaborate policies, often under the guidance of parties and the influence of groups. Yet policies are only words and expectations as long as they are not implemented. Legislatures and even executives alone cannot be involved in detailed implementation, particularly day-to-day implementation. This is, in principle at least, the task of the public services and primarily of the civilian bureaucracy.
