ABSTRACT
Are we witnessing the emergence of a fundamentally new international agenda replacing that dominated by the quest for national security? Having briefly examined three ‘new’ issues – oil politics, global warming and terrorism – the chapter suggests that, rather than disappearing, the traditional concern with security is adapting to new needs and a new environment.
