ABSTRACT

The previous two chapters have focused on issues which form the substance of world politics and the key determinants that dictate the ordering of these issues into an agenda. The purpose of this chapter is to illustrate some of these points by focusing on a subject that, in its various forms, has featured large in contemporary international relations: the relationship between rich and poor states – the North and the South. The aim is to examine the factors that determine the position of North–South relations on the international agenda, the special qualities of North–South issues and the divergent views and interests which impinge upon them.
