ABSTRACT
In April 2004, prospects for the reunification of Cyprus appeared strongly positive for the first time in thirty years. After decades of failed efforts, a UNbrokered reunification plan, widely known as the 'Annan Plan', which proposed a bi-communal federal solution for the Cypriot state, was put to referendum among the Greek Cypriot and the Turkish Cypriot communities.
