ABSTRACT
The new American strategic doctrine of "pre-emptive" strikes enunciated one year after September 11 provokes more discord internationally than it catalyses accord domestically. Past presidential doctrines have helped American leaders to mobilize domestic support and organize broad international coalitions. The Bush Doctrine has become more divisive than any previous post-war pronouncement.
