ABSTRACT

This chapter identifies and discusses alternative approaches to paratransit reform, and situates current initiatives in Sub-Saharan African cities within these approaches. It is not an attempt to provide a comprehensive list of reform models that can be applied to restructure or improve paratransit operations. Rather, it is a critical review of approaches to paratransit reform that have been adopted, or at least mooted, in the region to either introduce scheduled services into public transport systems in which paratransit is a major component, or to upgrade the quality of existing paratransit services.
