ABSTRACT

Japan is a country struggling with the problem of how to equip itself with a well-qualified global workforce that at the same time does not challenge long-established and cherished Japanese cultural traditions, language and identity. One way it is attempting this is to try and attract more foreign students to its universities — mainly through scholarship programmes. In 2008, the Government announced the ‘300,000 Foreign Student Plan’ (also known as the ‘Global 30 Plan’) which aims to take the number of foreign students from 140,000 to 300,000 by 2020. Currently the Japanese Government is aware that with only 3.3 per cent of its student population being comprised of international students (93 per cent of which are other Asian students), there is a need for change to make Japan a truly international destination.
