It may be observed that since the implementation of Part II of the 1996 Act, contrary to some expectations the sky has not fallen on payers in the UK construction industry because of the legislation , but at the same time there would not appear to be any clear, objective evidence that the legislation has achieved its avowed objective of (justifi ably) improving the cash fl ow of persons who perform construction work.
