ABSTRACT

For 35 years, Title I, Part A of the Elementary and Secondary Education Act of 1965 (ESEA) has been the largest federal program aiding elementary and secondary education in the United States. Commonly referred to as compensatory education, the program now amounts to over $8 billion in annual support. Approximately 92 percent of all school districts currently use Title I funds to provide extra instructional opportunities and support for 12.5 million students. Youth served by Title I account for 27 percent of all students in the nation, most of whom are in grades K-6.
