ABSTRACT
The fear of economic and social decline is so great that education reform has become a national agenda wherein critics link America’s preeminence in world markets, gainful employment, and the survival and stability of democracy to the education system. As school leaders, it is important to understand that school finance is at the heart of schooling because it requires much money to pay for either the successes or failures of education.
