ABSTRACT
Interstate School Leaders Licensure Consortium (ISLLC) Standard 3 highlights the need for school administrators to ensure a safe, efcient, and effective learning environment. This is accomplished, Standard 3 suggests, through the management responsibilities of the school administrator. The debate this opens involves the differentiation between leadership skills, as explained throughout the chapters dealing with ISLLC Standards 1 and 2 and the management tasks as explained in Chapters 6 and 7. Although ISLLC Standard 3 clearly mentions management responsibilities, Chapters 6 and 7 help to demonstrate that an effective school administrator acts as both manager and leader when he/she ensures a safe, efcient, and effective learning environment. Whether the task at hand is focused more on safety and facility management or more on human resources, a school administrator must strike the balance between leadership and management in order to be successful.
