ABSTRACT
The main economic justification for road lighting has been the reduction of road accidents. However, other factors such as the improvement of a town centre or the reduction of crime often come into consideration, too. The arguments for not providing lighting are often based on the obtrusiveness of such lighting in quiet rural areas, the need to conserve energy, the problem of sky glow and cost.
