ABSTRACT
The establishment of policy is the process of identifying the principles on which a proposed measure or course of action is based. The structural components of educational policy or, in this instance schooling, have traditionally included the erection of a school building, hiring a teacher, determining a curriculum and setting up a governing body. After that a statement of justification for this action might be articulated.
