How to refer to these pupils is a problem: they are the pupils who, no matter how interesting the work and how stimulating the teaching, still manage to behave inappropriately. They are probably well into the Stage 4 assessment of the Code of Practice on the Identification and Assessment of Special Educational Needs (DfE, 1994b) and destined for Stage 5, because of their behavioural or emotional and behavioural difficulties.
