ABSTRACT
The building of a new countryside emphasizes the development of modern agriculture means following the central government's intention; it means propagating the development of the economy and modernized agriculture and increasing the farmer's income. Mizhi's building a new socialist countryside (BNSC) focused almost exclusively on the extension and modernization of specialized agriculture. In Qingyuan, the former Party Secretary, Cai, who served there until 2009, when he was directly transferred to Lishui City to become one of the Deputy Mayors, was hailed everywhere within the jurisdiction as the inventor of 'green Qingyuan', that is, of the strategy that turned the county's backwardness into an asset. The 'Dingnan Model' was referred to as combining decentralized urbanization attempts with creating income opportunities in an integrated industry and business base at the county seat. Nan'an County found itself in a difficult position: a rather loose framework was handed down from above to be used by the county for its own adoption of BNSC.
