ABSTRACT

This chapter explains all activities related to pilots as well as models under the heading of 'modeling' as a specific local strategy of BNSC policy implementation. However, dissimilarities were found between the traditional ideological plans and some of the more innovative and efficiency-oriented modeling plans which rendered essential the use of a different approach to examining the strategic concentration and strategic spatial distribution of resources. The chapter discusses some interviewees described how city-government officials and Mizhi County's Bureau of Rural Works cooperated to select shidian according to strict criteria. In Qingyuan and Dingnan, the selection criteria, due to the very nature of the project implementation modes, were at first described as relying heavily on objective standards. Discussing local 'image-building' projects, which were often similar or even equivalent to projects involving pilots and models, Cai Yongshun claimed that in: the practical aspects or the actual outcomes of these projects are not their concern.
