ABSTRACT

There have been two main national green planning and strategy processes in Canada. First, the Green Plan prepared by the government of Canada (led by the Department of the Environment, Environment Canada). It was first mooted in the summer of 1989 and, following 18 months of preparation, was released in December 1990 (Government of Canada, 1990a). It focuses on environmental action in areas under federal responsibility. The plan covered an implementation programme over six years (1990–6), but many targets had a ten-year perspective.
