ABSTRACT

This chapter describes the implementation of the final defence-reform agreement reached in 2005, and subsequent commitments made by BiH within the framework of the PfP. The discussion begins with an overview of the working structure established to conduct the implementation, and then turns to a thematic consideration of the major implementation tasks derived directly from the 2005 agreement, including challenges encountered in carrying out those tasks. The chapter concludes by examining the implications of BiH’s PfP commitments, including an extensive, unprecedented public-engagement campaign throughout BiH that focused on communicating the facts regarding NATO’s New Strategic Concept and addressing key misconceptions about NATO.
