ABSTRACT
THIS paper is not intended to be a complete and comprehensive examination of the subject. It is in many respects incomplete. I should not like you to think that I believe that you could adequately deal with the problem by applying yourself only to the aspects of it to which I refer. What I propose to do is to endeavour to direct your attention to at least some of the principal considerations affecting this subject which in my opinion are worth your examining further. At this hour on a Saturday evening it is perhaps ambitious to hope to do more than merely delay for a short time your succumbing to an understandable inchnation for repose. This inchnation for repose is not altogether an unsuitable note on which to introduce this topic because there is no doubt that to many the right way to approach this subject is to let it rest.
