ABSTRACT

Those fusty old Europeans are engaged in a radical experiment to reinvent themselves — this bid to create a “New Europe” is more than a collection of countries, but less than a unifi ed state. The Maastricht treaty is not yet a teenager, the common currency is barely out of its nappies, a new constitution is being debated, new members have been admitted, and new candidates are under consideration. There is agreement on a united fi nancial recovery strategy, and still talk of a common foreign policy. The Euro is doing better than expected as a means of fi nancial exchange. Now their European Space Agency is planning lunar missions.
