ABSTRACT

Many approaches, projects and specific policies were developed during the decade of compensatory education, 1958-1967. In order to implement the programs, the decision was made to establish a special authority within the Ministry of Education for the acceleration of fostering programs for the disadvantaged. The step involved diffusion of the innovative approaches. For this purpose the authority selected a team of experienced teachers who were specially trained to serve as tutors to teachers in schools with large disadvantaged populations. This evidence led to experiments in teaching reading to the disadvantaged in preschool and the consideration of further measures to improve teaching in the elementary school. A survey conducted in 1956 showed vocational education to be a very weak and inefficient system in secondary education according to the criteria of number of students, status, and contribution toward fostering the disadvantaged.
