Educational Reform in Venezuela: The 1980 Law
This chapter is mainly concerned with the Venezuelan educational reforms proposed in the 1980 Education Law. The main efforts made by the Venezuelan government in the 1980s have been in the implementation of basic education throughout the country. From 1980 to 1983 experiments in basic education were carried out in 1,500 schools throughout the country. Resulting from these trials, curriculum schedules and study programmes throughout the country were readjusted and have been implemented from 1985. The methodology used in the chapter involved a survey of official documents coming from the Ministry of Education related to basic education. In analysing the 1982 statistics the Ministry of Education pointed out: 'even though the provision does not reach the desirable goal the rate of growth is positive and continuous', a statement that is clearly positive of intent.
