Run Government Like a Business
The New Hampshire Executive Council holds the distinction of being the first and the last of its kind in the nation. It is a vestige of the Colonial era and a public reminder of the continuing indication of the basic distrust Granite State citizens have for dictatorial government. The muda is consequential. Documents required by the Council are prepared by employees working at the program level and administrative levels throughout state government. In Lean Processes without Compromising Controls, the authors address the topic of how “controls can be designed into Lean processes without compromising the effectiveness of Lean initiatives.” They refer to the Committee of Sponsoring Organizations of the Treadway Commission for guidance on “the right balance of efficiency, effectiveness, and minimal enterprise risk.” The “Results Washington” initiative is an exemplar among state Lean programs, documented in Government That Works and the focus of a case study published by the Kennedy School of Government.
