ABSTRACT

This chapter discusses the lens of political science ideas to analyse the policy evolution that has occurred in the aftermath of Sandy. Policy formation theories have been applied before to flood management in a climate change adaptation context. The chapter aims to apply these theories in an integrated or combined manner, building on its previous deployment and using information from three interviews of stakeholders in the post-Sandy situation. It presents a novel interpretation that addresses the persistent and revolving nature of policy evolution to analyse how climate change adaptation policy across diverse sectors in the United States has evolved since Sandy. The chapter analyses multiple frameworks and proposes a novel integrated or combined interpretation based on how different policy streams, human behaviour and catalytic events interact to create windows of opportunity for policy development. It focuses on integrating or combining aspects of these policy formation frameworks and applying them to the evolution of climate change policy post-Sandy provides analytical insights.
