ABSTRACT

The City of Berkeley and the University of California, Berkeley, implemented new parking initiatives in 2012. The initiatives were intended to simultaneously increase parking revenue and reduce vehicle travel. The city's parking management project, goBerkeley, aims to better use the available parking supply. Staff use meter data and field studies to monitor parking occupancy rates and to periodically adjust parking rates and regulations. Parking prices are raised in high-demand areas and reduced in low-demand areas. The goBerkeley project is a less expensive and lower-tech version of SFpark; this "lean" demand management may be especially suitable for small cities. The price elasticity of demand for parking is low, so it takes substantial price increases to make big changes in parking behavior. The research design for the city and university projects included examining revenues, parking availability, and occupancy rates prior to implementation through 2014.
