ABSTRACT

This chapter highlights the main aspects of national-level innovation policies implemented in China between 2006 and 2017. It summarizes China’s innovation policies implemented at the national level since the seminal indigenous innovation transformation strategy announced in 2006. China’s national innovation system (NIS), is an interactive social system, which is led by government and fundamentally driven by the market mechanism for resource distribution, among the technological innovation subjects, in order to promote China as an indigenous innovator. The NIS approach stresses the importance of interaction between institutions that help knowledge and innovation generation. The Chinese government has proposed that the critical breakthrough to achieving innovation-driven economic development is to promote systemically comprehensive innovation reform. Open innovation has never been adopted as a clear national strategy, although policymakers have attempted to establish an open and cooperative innovation environment.
