ABSTRACT

This chapter proposes a reform agenda to align traditional Westminster principles to a modern world through reform of legal, parliamentary and managerial frameworks, accompanied by incorporation into the broader horizontal accountability framework of oversight bodies. It concludes that although the institutionalisation of political advisors poses a challenge to the traditional Westminster system, the Westminster constitutional context of the executive is steeped in fluid convention, which allows for the gradual evolution of the practices, organisation and control of the executive. As such, the story of the rise of political advisors within the Westminster tradition is one of experimentation, innovation and adaptation.
