ABSTRACT
Since the beginning of the 1990s they had, like any other user organisation, been represented in governmental committees and got an influence on the development of political decisions. The problem was that they actually did not have a reference of knowledge about what was actually done and what was missing. The professionals within the institutional complex are connected to a certain domain and this domain limits their horizon. In each agency people are regarded as users of this specific agency and not as people choosing between different agencies and public services to sustain a specific structure of everyday life and support a specific direction in their personal development. The overall cultural theme which influences this situation is probably that professionals are regarded as people with an expertise in knowing what people need. The concepts of exclusion and social deviance are other important concepts in the relation between public discourses and the different profane discourses among the users.
