ABSTRACT

The internet plays an important role in Russian society. It spread across the country with a very high dynamic, and internet coverage has reached almost 70% of the population. In the Russian internet zone, social networks have been used for various types of criminal activity, such as the incitement of adolescents to commit suicide, paedophilia, fraud and extortion. Russian law-enforcement authorities apply various technologies for surveillance. The Russian law-enforcement agencies enjoy unrestricted interception of communications to conduct operational search activities. The technical requirements of the system of technical facilities enabling the conduct of operational search activities are regulated by Order no. In the Roman Zakharov judgment, the European Court of Human Rights examined the Russian legislation regulating surveillance from different perspectives. Russia is a rapidly developing society characterised by a high penetration of the internet and widespread internet services and all kinds of negative consequences, such as internet fraud and other types of criminal activity online.
