ABSTRACT

This chapter discusses the main challenges to protecting human rights in the internet and illustrates them with the case of South Korea, one of the earliest internet nations. It examines the dynamics of each challenge in detail and illustrates them with developments in South Korea, and situates them in broader theoretical context. The chapter focuses on the human rights challenge posed by the activities of foreign companies, states and non-state actors. Protecting human rights on the internet will require comprehensive solutions and close cooperation among multiple stakeholders. Horizontal violations of human rights on the internet are an emerging issue around the world. In Korea it often takes the form of cyberbullying, which has resulted in numerous celebrity suicides. The primary challenge of safeguarding human rights on the internet is often considered to be striking a balance between security and privacy.
