ABSTRACT

This chapter discusses the people contending with the problems of urban renewal in other cities. It begins by recalling and clarifying the main problems to be tackled. The chapter reviews the factors underlying urban deprivation help to formulate the aims of an effective urban renewal programme. More opportunities should be created for self-provisioning and for legitimate operations in the various informal economies – particularly for those deprived of the opportunities. The steps which lead in that direction will vary for households in different circumstances. Development should be planned to create a pattern of buildings and land uses which brings within easier reach the things that people need – shops, post offices, doctors, public services, open spaces and churches. Finally, an urban renewal programme should increase people's opportunities for acting collectively to meet needs which they define for themselves, to control the future development of their neighbourhoods and to deal with the public services on which they depend.
