ABSTRACT

Building on the findings regarding Bangladesh's national ownership in the Poverty Reduction Strategy Paper (PRSP) that served as the development model for Bangladesh during 2003–2010, this chapter discusses policy implications for Bangladesh's true ownership in adopting a national development agenda. It recaps the major findings regarding policy ownership in Bangladesh's PRSP; and presents a model for Bangladesh's policy independence within the context of Bangladesh's changing development financing regime. The chapter argues that Bangladesh's steady progress in social and economic development warrants Bangladesh's to redefine its own pathway to ensure its autonomy in development policy making. Consultants were actively involved in the preparation of the PRSP. In the Thematic Group (TG) and in the National Steering Committee (NSC) consultants played the main role in setting the agenda since there was clear lack of strategic leadership and direction from both political and bureaucratic leadership.
