How does a state build out the entertainment industry in the right way? The first step, of course, is in understanding the industry and creating a competitive incentive plan. Unfortunately, this is where many states stop. They pass an incentives act, set regulations, then sit back and wait for calls from Hollywood that never come. If your state brags about occasional movies that are shot in the state, then the film office isn’t doing their job. As Chapter 6 points out, any state without an assembly line of productions constantly moving into the state will not grow out the industry and will not see a positive return on their incentive investment. The primary job of the film office, then, is to develop contacts with the major studios in Hollywood and recruit a steady stream of productions. 1
