ABSTRACT

This chapter explains purposes and relationships as well as mechanisms. It explores the rights and duties of parents and pupils; the definition of the professionalism of teachers; the role and status of the school or college; the position and purpose of the local authority and local education authority (LEA); and the position and purpose of central government. The role of central government in the education service needs to be defined so as to respect the principles proposed. But there can be no doubt of the need for a strong involvement by central government. The role expected of, and offered by, teachers has changed in response to new insights into how humans best learn and developments in family and social structures. The view of professionalism sees the teacher as the expert leader of thought and analysis working with parents and other adults to the benefit of children.
