ABSTRACT

John Salmon is Head of Special Educational Needs at the King’s School, Ottery St. Mary, Devon. For five months in early 1986, he was seconded by his LEA to the National Development Centre for School Management Training as NDC Fellow to undertake an investigative study into the management of special educational needs. During that period, he worked closely with and his study was supervised by Cyril Poster, at that time Deputy Director of the NDC. This chapter is one outcome of that collaboration.
