ABSTRACT

This chapter reviews some of the main factors influencing the roles of advisers currently, and those which are likely to do so in the future. It considers the inspectorial aspects of the role. The chapter discusses the advisory aspects of the role. In the advisory or professional aspect of the role, the adviser draws upon his professional expertise to give advice to teachers and heads in schools. The adviser also has an inspectorial or administrative aspect to his role. On the one hand, this involves him in interpreting, transmitting and implementing local authority policy decision relating to teachers and schools. On the other hand, it involves him in making evaluative judgements on the performance of teachers, heads and schools and in transmitting these judgments to the London Education Authority (LEA). The principal factors which influenced the inspectorial, administrative and policy-interpretation aspects of the advisory role in recent years may be summed up in one word: accountability.
