ABSTRACT
This chapter aims to outline the forces that have heralded the move towards opting out and grant-maintained status. It considers:
the context of change to grant-maintained status;
the rationale for the change;
the nature of the change;
the arguments for the change.
By establishing this broad review and perspective it will enable the reader to set in context the rest of the book which examines practice to date.
