ABSTRACT

Any consideration of primary school management and the skills which it requires must, of necessity, include an examination of the role of analysis, setting objectives, planning, organising and coordinating, staff development and school evaluation. The Bullock Report also recognises the importance of such a consultancy role while the planning of schemes of work and the mobilising of resources are emphasised by both The Cockcroft Report and Improving Primary Schools. The overall responsibility for the total organisation and administration of any school rests with the headteacher working through and with the governing body of the school. In many schools such practices can be found as a normal and well developed part of the life of the school. Peter Drucker is more helpful when he adds motivating and communicating, developing people and organising them to his classification of management skills which also includes the setting of objectives and the evaluation of outcomes.
