ABSTRACT

The history of the social and economic development of the Republic of Togo is intimately tied up with the earlier changes and uncertainties in its colonial administration. The extensive and far-reaching economic development projects initiated by the German Colonial Government which made Togoland the first African country to balance its National Budget in 1908, came to an unfortunately sudden and abrupt end with the defeat and expulsion of the Germans from Togoland after the First World War. A second factor leading to the lack of employment opportunities in Togo during the period immediately following the departure of the Germans is the large number of Dahomeans that the French brought with them to occupy positions in the Civil Service and other paid employments in Togo. The third source of information on External Migration in Togo is the 1960 Population Census of Ghana which recorded more than 280,000 Togolese resident in Ghana in 1960.
