ABSTRACT

This chapter aims to discuss the achievements and limitations of the Comuns in office in 2015–2019 by reference to political culture, economic management, services, housing, feminization and rights, the environment, tourism, global outreach and security challenges. Even if the Comuns had coincided more with left-leaning administrations at other governmental levels, there was the difficulty that major powers over issues such as health, education and policing were vested in a Generalitat that was much more financially constrained than Barcelona. The lack of ideological zeal of the Comuns should not be allowed to obscure the fact that they aspired to a far-reaching transformation of the political culture. The Comuns’ radical feminization policies met with resistance, for instance, when the administration tried to persuade public transport entities to make their services sensitive to specific issues concerning the safety of female passengers.
