ABSTRACT

Responding to climate change, it has been argued, calls for integrated, collaborative, adaptive, in short ‘whole-of-government’ responses. In the context of cities, where remits are limited, responding to climate change calls for an adaptive governance approach to facilitate collaboration across departments. This chapter discusses adaptation in this context, and the theoretical framework of collaborative planning, specifically in terms of the planner and policy makers who can facilitate collaborative policy making to address climate change in the city.
