ABSTRACT

Industrial development, which came late to Luxembourg compared with the industrial regions of Britain or continental Europe, developed freely, without any government or even local intervention. The population of Luxembourg's purely rural districts was reduced from 55 percent of the population to slightly over 30 percent, while the south increased from 8 to 33 percent of total population. The city of Luxembourg is an outstanding example of the dramatic change undergone by urban infrastructure in Luxembourg. Luxembourg has a population density of 140 inhabitants per square kilometre, compared with 323 for Belgium, 344 for the Netherlands, 247 for Germany and 170 overall for the European Economic Community. The Luxembourg system of project authorisation ignores the fact that, any individual project contains advantages and disadvantages in the different fields covered. The first concrete basis of town planning in Luxembourg is the law of 12 June 1937 concerning building and planning of cities and other major agglomerations.
