ABSTRACT

In 2007, the Mexican and US governments entered into a partnership called the Mérida Initiative in order to strengthen law-enforcement cooperation in the fight against the violent illegal narcotics business. Although less known,, the Initiative also comprises an action plan which, without referring to it, stands in line with SDG 11: it seeks to make Mexican cities and communities (other human settlings) affected by organised crime safer by enhancing their inclusiveness and sustainability through resilience-building strategies. This chapter analyses the relationship between local resilience-building and transnational cooperation in the framework of the Mérida Initiative and inquires into what this analysis tells us about global urban governance more broadly.
