Jawaharlal Nehru failed to comprehend, grasp, handle the sensitive border issue. He made such gross misjudgments it is incomprehensible. The people of Assam began to feel that Nehru was bidding farewell to the future of Assam by tacitly agreeing that there was nothing the government could do to keep them out of Chinese occupation. Nehru had written two letters to President Kennedy on 9 November 1962 describing the situation as really desperate and asking for wide ranging military help. Indian plans to embark on guerrilla warfare in Tibet by supplying arms to Khampa rebels had already failed before 1958. Because of failure of Khampa rebels in carrying out in any measure any major distructive act in Tibet, let alone rousing the people to guerrilla warfare there was little scope for further encouraging such activities. Indians lacked offensive plans, and the element of surprise. In the end China won the war due to its superior training, leadership and tactics.
