ABSTRACT

The Colombo Proposal was formally published on 19 November 1962. The conference was held from 10-12 December at Colombo, the capital of Sri Lanka. China, however, reserved the right to discuss with India the amendments of certain points, contained in the Colombo proposals, during the talks of India, agreed to hold such talks. In 1914 the ruling British Government in India tried to act as a negotiator between Tibet and China to settle their border dispute. India may be able to forgive China for the humiliation of 1962 but is unlikely to forget the fifty years of active collaboration between Pakistan and China in the field of border settlement and nuclear and missile capabilities.
